Beneficial Corruption .

One of the hot issues being talked about from the tea stalls to intelligentsia in the news channels  for last few years has been corruption. And in spite of this i am not sure if  i heard anywhere any discussion on what precisely one means by the term. Yes ! it can mean different things to different people. For example, the Coal(gate) scam -no excavation or mining was done hence no loss to the country, infact,it meant  natural resources saved for some more time! Now, to the other end - if you have an emergency and need to board train but couldn't book a ticket what would you normally do? Get on with a waiting ticket/unreserved ticket pay some fraction of the actual reserved ticket cost directly into the 'TT''s pocket  and your problem solved!
How is anyone hurt then ? Well ok, apart from may be few tens of  thousand crores a year loss to revenue of the government how is it harmful to the public? Some politically and economically enlightened beings might just pounce on this chaiwala argument that in return this burden of thousands of crore would come down on the general public itself. True, but one would have faced a personal crisis ( may be 10 crores personal crisis an year ) if he/she wouldn't have restored to this quick heal measure. So,till the time  we remain convinced with the same chaiwala/naiwala argument that we continue hearing  from chai stalls and barber shops to the shops of our parliamentary dignitaries there is apparently no problem with corruption .
